July Senior Staff Meeting Notes




MARYLAND PARK SERVICE
SENIOR STAFF MEETING NOTES
July 9, 2014

ATTENDEES: Nita Settina, Chris Bushman, Daryl Anthony, Mike Riley, Peyton Taylor, Gary Burnett, Amanda Mock, Angie Hummer, Diane Feheley / GUESTS: Jen Cline, Christine Conn, Tony Prochaska, Helen Stewart (next meeting’s manager-of-the-month – Central Region)

REGIONAL REPORTS
  • Central
    • CJC program / projects underway and going well
    • Unbroken streak of good weather → potential for early burnout
    • Good NRP presence during Fourth of July weekend
  • Southeast
    • Project punch lists at Assateague (bathhouses) and Janes Island (multiple projects)
    • Multiple SMRC customer service issues being handled well
    • Aerial drone camera filming?
      • Currently not allowed by FAA regulations, but becoming more common
    • Vapor e-cigarettes in concession and other areas where smoking not allowed
      • Not considered smoking / not tobacco products
  • West
    • MES provided great service for storm-related infrastructure needs (power outages at Rocky Gap, New Germany and Deep Creek)
    • Lt. Governor Brown visited western Maryland – advocate for State Parks
    • Park closures / filled to capacity issues
      • Consider new ways to handle (day use reservations?)

SUPERINTENDENT UPDATE
  • Pass along kudos for great work over the long, very busy holiday weekend!
  • FY15 budget includes additional funding for seasonal staff
  • Developing standardized emergency contact information, in chart format, for bulletin boards and all other locations where currently provided (e.g. website)
    • Provide visitors with a 24-hour resource for emergencies / to report violations / for information and assistance
    • Discuss proposed chart with your managers
      • Provide feedback to Mock

DEPUTY SUPERINTENDENT UPDATE
  • Park closure notifications
    • Working to further streamline communications and DO responsibilities / encourage better communication between MPS and NRP at the park / local level
    • Bushman to share draft of proposed changes with Regional Managers
  • State Park Law Enforcement
    • Bushman and Settina met with NRP Superintendent and Deputy Superintendent
      • Discussed ongoing transition in both units, future liaison role, and encouraging greater communication at the field level
TRAINING DIVISION
  • Camp Host Customer Service Sessions conducted across the state
    • Camp hosts have a strong sense of ownership
    • Duties / responsibilities vary from park to park
    • Consider providing training to park volunteer coordinators / camp host supervisors, so they can pass consistent information on to camp hosts
    • Training Division to explore possibility of conducting campground audits (similar to waterfront / beach audits)
    • Mock to work with Myers to develop standards for certain aspects of MPS Camp Host program, while allowing for park-specific operational differences / needs

DISCUSSION WITH INTEGRATED POLICY AND REVIEW UNIT STAFF
  • Utility ROW Management
  • Sustainable trail development / management
  • Natural resource monitoring and protection on public lands
    • Habitat management / restoration
    • Hunting management
    • RTE species management
    • Forest pest management
  • Fracking and State Parks
  • Chesapeake Bay nexus w/State Parks (e.g. stormwater management)
  • Mitigation projects on State Park land / mitigation land banking
  • Forest management plans for State Parks
  • Mediation of unit policy / program differences (ecosystem approach)

ADMINISTRATION

  • Park Technician ASR / Maintenance position descriptions – Mock to work with HRS
  • New statewide human resources management software (to go live by November 14)
  • 8 Ranger (PSA) vacancies
    • Recruitment web page and materials being developed
  • DLS / DBM site visit (July 31)
    • Gunpowder Falls – North Point / Jerusalem Village
    • Meet CJC crews
    • HRS Director Gwen Schindler and FAS Director Kim Knussman to join group
    • Input welcome on messages or themes
  • Thanks to park administrative staff / managers for closeout (last minute requests)
  • FY15 Budget
    • Spending plan – heavy equipment, grills, tables, mowers
    • Send top priorities to Burnett
  • Remind Managers to encourage staff to complete the Employee Viewpoint Survey
    • Secretary Gill has asked for a presentation on the MPS survey at a future DNR leadership meeting
